The contents of the Sites has also been developed and presented to support regulatory awareness, program design, and sector-level resilience discussions — including those associated with broadband deployment, infrastructure funding, and operational-sustainability initiatives.
02 Report Scope & Limitations
The analyses and observations contained herein:
- Were derived exclusively from publicly available information regarding vulnerabilities, cybersecurity advisories, incident reports, domain registry records, public company filings, openly published industry reports and other openly accessible reference material.
- Reflect aggregate and sector-level data insights, and not evaluations of individual telecommunications providers or networks.
- Do not constitute explicit findings, determinations, compliance judgments, or lack of enforcement conclusions under any statute, rule, or program, including but not limited to FCC regulations or the BEAD Program requirements.
2.1 Not a vulnerability assessment, audit or compliance evaluation
The content of the Sites does not constitute, and should not be construed as, a formal vulnerability assessment, penetration test, security audit, compliance evaluation, threat assessment, incident-response engagement or definitive evaluation of cybersecurity risk for the telecommunications sector or for any individual provider. It reflects a high-level analysis of publicly available information and is not a definitive indicator of risk, exploitability, compliance status, or operational practice.
2.2 Non-intrusive source basis
Security and vulnerability information presented on the Sites was derived exclusively from publicly accessible, non-intrusive sources. No authenticated scans were attempted against any system, no access controls were circumvented, no proprietary or non-public data was accessed, and no system performance, availability or confidentiality was impacted in connection with the preparation of this report.
03 No Enforcement, Compliance or Eligibility Implication
Nothing on the Sites should be interpreted as:
- An allegation of non-compliance, negligence or misconduct by any US telecommunications provider;
- A basis for enforcement, adjudication, or funding eligibility determination;
- A substitute for formal regulatory review, audit, or provider self-certification.
Nothing on the Sites should be read as an assertion of fact about, an evaluation of, or a judgment regarding any individual telecommunications provider, named or unnamed. Where examples or aggregate counts are given, they are intended solely to convey industry-level patterns. Any inference drawn about a specific provider, named or unnamed, is made by the reader at the reader’s own risk.
References to technologies, operational environments, or risk categories are contextual and illustrative only and do not imply regulatory interpretation or policy position.
04 Reliance & Responsibility
The content of the Sites does not provide or constitute legal, regulatory, technical, or operational advice. Agencies, eligible entities, and stakeholders should rely on their own internal security processes, expertise, and statutory authorities when making programmatic or regulatory decisions.
05 Warranty Disclaimer
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, THE SITES, INCLUDING ALL SCORES, REPORTS, DATA, SIGNALS, ESTIMATES, AND OTHER OUTPUTS, IS PROVIDED “AS IS” AND “AS AVAILABLE,” WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED. SURESHIELD AND ITS AFFILIATES, OFFICERS, EMPLOYEES, AGENTS, LICENSORS, AND SERVICE PROVIDERS (COLLECTIVELY, “SURESHIELD PARTIES”) EXPRESSLY DISCLAIM ALL WARRANTIES, INCLUDING:
- ANY IMPLIED WARRANTY OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR NON-INFRINGEMENT;
- ANY WARRANTY THAT THE SITES WILL BE ACCURATE, COMPLETE, CURRENT, RELIABLE, ERROR-FREE, UNINTERRUPTED, OR FREE OF VIRUSES OR OTHER HARMFUL COMPONENTS;
- ANY WARRANTY THAT DEFECTS WILL BE CORRECTED; AND
- ANY WARRANTY THAT THE SITES OR ANY OUTPUT WILL MEET THE AUTHORISED USER’S REQUIREMENTS OR EXPECTATIONS.
06 Third-Party Sources, References & Trademarks
Some jurisdictions do not permit the exclusion of implied warranties. To the extent such exclusions are prohibited by applicable law, the scope and duration of any applicable implied warranty shall be the minimum required by that law.
The content of the Sites may reference industry studies, sector statistics, advisories, and threat-landscape findings published by third-party organizations. Such references are made for context and to support readability. The authors of this content make no representation as to the accuracy, completeness or current validity of third-party information; readers should consult the original sources directly.
References in this content to any tool, platform, vendor or technology are descriptive only and do not constitute or imply endorsement, affiliation, sponsorship or approval. All trademarks, service marks, and product names are the property of their respective owners.
07 Responsible Disclosure & Information Sensitivity
Sensitive technical detail that could reasonably enable malicious activity has been intentionally omitted, summarized or generalized throughout the content of the Sites. The authors adhere to widely-recognized responsible-disclosure principles consistent with research touching on critical-infrastructure sectors, and do not publish information that could foreseeably facilitate unauthorized access to, exploitation of, or operational disruption of any provider’s systems.
The principles applied during preparation are aligned with the spirit of CISA’s Coordinated Vulnerability Disclosure framework and with sector-specific expectations for safeguarding critical-infrastructure information.
Specifically:
- No exploitation paths, attack instructions, or specific configuration detail are published.
- All findings are aggregated and presented at the industry level. No individual provider is named, characterized, or evaluated.
- Where indicators are referenced (CVEs catalogued by CISA as actively exploited, weak email authentication posture, etc.), references are limited to publicly documented industry concepts already widely discussed in cybersecurity research, federal advisories, and vendor publications. The report does not introduce new vulnerability information into the public domain.
08 Awareness Purpose; No Adverse Use
The contents of the Sites are presented to support industry awareness, board-level discussion, regulatory engagement, academic interest, and public-interest discourse regarding the cybersecurity posture of the US telecommunications sector.
It is not intended for, and should not be used for, competitive intelligence, targeting, or any purpose adverse to the interests of any provider.
09 Privacy
SureShield values your privacy. We process, use, and share information that we collect or receive from or about you when you use the Sites as set forth in our Privacy Policy.
10 Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW: (A) IN NO EVENT SHALL THE SURESHIELD PARTIES BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, PUNITIVE, OR EXEMPLARY DAMAGES, OR DAMAGES FOR LOSS OF PROFITS, REVENUE, DATA, BUSINESS, GOODWILL, OR ANTICIPATED SAVINGS, ARISING OUT OF OR IN CONNECTION WITH THE PLATFORM OR ITS OUTPUTS, WHETHER BASED ON CONTRACT, TORT (INCLUDING NEGLIGENCE), STRICT LIABILITY, OR ANY OTHER LEGAL THEORY, EVEN IF THE SURESHIELD PARTIES HAVE BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES; AND (B) THE SURESHIELD PARTIES’ AGGREGATE LIABILITY TO ANY AUTHORISED USER FOR ALL CLAIMS ARISING OUT OF OR RELATING TO THE PLATFORM SHALL NOT EXCEED THE GREATER OF: (A) THE AMOUNTS PAID BY THAT AUTHORISED USER’S ORGANISATION TO SURESHIELD FOR ACCESS TO OR USE OF THE SITE IN THE TWELVE (12) MONTHS PRECEDING THE EVENT GIVING RISE TO THE CLAIM; OR (B) TEN U.S. DOLLARS (USD $10.00).
The limitations in this Section shall apply notwithstanding the failure of any limited remedy of its essential purpose, and shall not apply to liability that cannot be excluded or limited by applicable law (including liability for death or personal injury caused by negligence, or fraud or fraudulent misrepresentation).
11 Indemnification
To the full extent permitted under applicable law, each Authorized User agrees to indemnify, defend, and hold harmless the SureShield Parties from and against any claims, liabilities, damages, judgments, awards, losses, costs, expenses, or fees (including reasonable attorneys’ fees) arising out of or relating to: (a) any violation of these Terms; (b) any use of the Sites or its outputs beyond the scope of authorization granted by SureShield; (c) any decision made, action taken, or omission made in reliance on the Sites’s outputs without obtaining independent professional verification where such verification would be prudent; or (d) the Authorized User’s unauthorised redistribution or disclosure of Sites outputs.
12 Governing Law and Dispute Resolution
These Terms and any disputes arising from or relating to the Terms or the Sites shall be governed by and construed in accordance with the laws of the State of Georgia, United States of America, without regard to its conflict-of-law provisions. Any dispute not resolved by good-faith negotiation shall be submitted to binding arbitration in Atlanta, GA under the rules of the American Arbitration Association (AAA), except that either party may seek injunctive or other equitable relief in a court of competent jurisdiction to prevent irreparable harm.
13 Amendments and Updates
SureShield reserves the right to amend these Terms at any time. The current version of these Terms will be presented to Authorized Users prior to accessing the Sites (via the interactive acknowledgement gate in the Tool) and will be attached to or incorporated by reference into PDF Reports. Continued use of the Sites following any amendment constitutes acceptance of the amended disclaimer.
14 Severability and Waiver
If any provision of these Terms is held to be invalid, illegal, or unenforceable under applicable law, the remaining provisions shall continue in full force and effect. Any failure by SureShield to enforce any provision of these Terms shall not constitute a waiver of SureShield’s right to enforce that or any other provision in the future.
Appendix A Legal Risk Considerations
This appendix summarizes the categories of legal risk the authors took into account in preparing cybersecurity-related risk information presented on the Sites, together with the corresponding controls applied. It is provided for transparency. Nothing in this appendix constitutes legal advice; readers requiring such advice should consult qualified counsel.
A.1 Computer Fraud & Abuse Act
Federal courts have at times interpreted the Computer Fraud and Abuse Act broadly, including in contexts involving analysis of publicly accessible information about computer systems. To remain well within accepted boundaries, the analysis underlying this report was conducted on a strictly non-intrusive basis. No authentication was attempted against any system. No access controls were circumvented. No proprietary, internal or non-public data was accessed or attempted. No system performance, availability or confidentiality was impacted. The work relied exclusively on openly accessible information and on widely-used reference sources, used in a manner consistent with the published terms governing those sources.
A.2 Digital Millennium Copyright Act §1201
Section 1201 of the Digital Millennium Copyright Act restricts circumvention of technological measures controlling access to copyrighted works. This report contains no exploit code, no bypass technique, and no actionable instruction that could be construed as enabling circumvention of any access control. References to widely-documented vulnerabilities, including CVEs in the CISA Known Exploited Vulnerabilities catalogue, are limited to identification by CVE number and to descriptions already in the public domain. Such references are presented exclusively at the industry-aggregate level.
A.3 Defamation & Reputational Harm
Sector-level cybersecurity reporting can give rise to reputational claims if specific operators are characterized in ways they consider inaccurate or harmful. To mitigate this risk, the report does not name any individual provider. All findings are aggregated and reported at the industry level. The report has been drafted to describe observable industry-level conditions — using terms such as “present,” “analyzed,” “publicly visible,” and “elevated risk band” — rather than to assert fault or negligence with respect to any operator.
A.4 Critical-Infrastructure Sensitivity
Telecommunications is a designated critical-infrastructure sector under the US Department of Homeland Security sector classification. To respect the sensitivity associated with that designation, sensitive technical detail has been intentionally generalized throughout this report. No IP address, asset-specific identifier, or operator-specific configuration appears in the report, and no exploitation pathway is described. The focus of the report is on aggregate sector posture relevant to policy, board-level and resilience discussion.
A.5 Tool & Source Terms of Use
The analysis underlying this report relied on openly accessible information accessed in a manner consistent with the published terms governing the relevant sources. Where automated retrieval was used, it was operated within the parameters those sources permit. Where reference tools or libraries were used, they were used in accordance with their respective licensing terms.
A.6 Regulatory & Methodological Framework Alignment
The approach taken in preparing this report is consistent in spirit with established frameworks for non-intrusive cybersecurity research, including the passive-assessment principles articulated in NIST Special Publication 800-115, the external attack-surface management principles reflected in CISA Binding Operational Directive 23-02, the best-practice guidance issued by the FCC Communications Security, Reliability, and Interoperability Council, and DHS guidelines for security research touching on critical-infrastructure sectors. References to such frameworks are made for context only and do not imply endorsement, accreditation, certification or approval by any of the referenced bodies.

Under applicable law, in certain contexts SureShield is considered the “processor” or “service provider” of Personal Information we receive through our business operations, and our customer is (or acts on behalf of) the “controller” of the data (i.e., the company with the right to decide how the data is used).
This Privacy Policy applies to our handling of Controller Data. Our obligations with respect to Processor Data are covered under the specific agreements that we enter into between us and each of our business partners and customers.

Under California’s “Shine the Light” law, California residents have the right to request in writing from businesses with whom they have an established business relationship (a) a list of the categories of Personal Information disclosed to third parties during the immediately preceding calendar year for the third parties’ direct marketing purposes; and (b) the names and addresses of all such third parties. To request the above information, please contact us as directed in the Contact Us section below with a reference to “California Disclosure Information.”
Opt-Out of Sale, Sharing, or Targeted Advertising
You have the right to opt-out of “sales” and “sharing” of your personal information, and to opt-out of the use of your personal information for “targeted advertising” as those terms are defined under applicable State Privacy Laws. If the Site and Online Services detects that your browser or device is transmitting an opt-out preference signal, such as the Global Privacy Control (GPC) signal, we will opt that browser or device out. If you come to the Site from a different device or browser, or if you clear your cookies, you will need to opt-out again for that browser and/or device.
